HOLLAND COUNCIL ON AGING
Minutes of meeting held on February 4, 2009

Meeting opened at 10:24 a.m. by Chairman Bruce Plumley.

PRESENT: COA members:  Tom Baltazar, Earl Johnson, Bruce Plumley, and Susan Sanders.  Others: Senior Center Director: Margaret Crock, Kitchen Manager: Don Sanders, Activities Coordinator: Linda Artruc.

ABSENT:  Harold Hewinson, Lowell Nixon, Olive Nixon, Jack Reed, Maintenance Manager: Paul Gillis, Outreach Worker: Deb Tierney.

MINUTES:  Minutes of December 3, 2008 meeting accepted.  January meeting was cancelled due to weather.

REPORTS:  Debbie Tierney, Outreach Worker
Deb submitted written reports for December 2008 and January 2009.  Speaker in December was Colleen Massey from MassMedLine regarding Medicare Part D Prescription Drug programs.  Many festivities were held at the Center including a Christmas feast prepared by Linda Artruc and Don Sanders which was very well attended.  On Monday February 16 Lynn Morin or Morin Insurance will be our guest speaker to explain some of the registry and insurance changes for 2009.  On Wednesday February 18 we will have a Chinese New Year celebration with Chinese food and entertainment.  In January we paid out our first ten $150.00 payments from the Butterworth Trust to the vendors of qualified fuel assistance recipients.  We received a quote from another printer and will consider this at our next COA meeting.  At the request of Selectman Jim Wettlaufer, a list of hearing-, vision- and mobility-impaired and bedridden seniors is being prepared for the enhanced 911 system and emergency removal in case of weather or other emergency.  GSSSI held a Food Stamps training on February 4th.  Linda Artruc attended and may be able to take applications if I am absent or unable to for any reason.  

FINANCIAL:  Susan Sanders, Treasurer  
Receipts in December were: GSSSI $583.33. Expenditures in December were: M. Crock salary $662.00, Deb Tierney wages $695.60, trash pickup $31.21, electric $283.53, exercise classes $60.00, managers’ wages $805.00, Osterman Propane $187.10.  Receipts in January were: GSSSI $583.33.  Expenditures in January were: Telephone $122.25, M. Crock salary $684.00, Deb Tierney wages $571.05, trash pickup $31.21, electric $191.64, Howlett Lumber $37.00, managers’ wages $510.00, Osterman Propane $677.20, Citizens Security $75.00, Tasse’s burner service (burner #2) $162.50, Allstate Fire Equipment $176.50, newsletter $85.85, mileage $362.06, Christmas party expense reimbursement $56.36, petty cash $86.20.  It was necessary to replace one of the burners in our heating system.  Earl said it may be reimbursable as an unforeseen expense and suggested we submit the bill, when it arrives, to the Finance Committee.  Records regarding major purchases for the Senior Center and any associated warranties need to be kept at the Senior Center or Town Hall.
SENIOR TAX ABATEMENT PROGRAM: Margaret Crock and Harold Hewinson.
As of December 31, 2008, the Senior Center has been charged $2,284.00, the Town Clerk has been charged $488.00, Assessors office $60.00, Holland Elementary School $928.00, Executive Secretary $72.00, and Tax Office $204.00, for a total for all departments of $4036.00.

SENIOR CENTER DIRECTOR: Margaret Crock.
In December 816 contacts made, 100 seniors served, 317 attended the Senior Center, 127 attended congregate meals, and the balance includes cards & games (56), exercise (24), senior tax work off program (21), intergenerational activity (85), phone calls (65), computers (25), newsletter (4), COA meeting (13), speakers (8), meetings (9), entertainment program (45), AVADA (4), crafts (13).  We also received donations from: M. Beal - a chair, a clock and decorations; Pat Caron – Christmas decorations; Howlett Lumber – various cleaning supplies.  

In January 578 contacts were made, 87 seniors were served, 204 attended the Senior Center, 66 attended congregate meals, and the balance includes cards & games (44), exercise (25), senior tax work off program (6), intergenerational activity (67), phone calls (90), computers (15),  speakers (34), meetings (15), crafts (12).  

PROGRAM COMMITTEE:  Margaret Crock, Deb Tierney, Olive Nixon, Linda Artruc.
Regular programs: Monday Mah Jong will be on hiatus during the winter; Tuesday 11:00 a.m. craft class; Wednesday 10:00 a.m. exercise class; 11:15 a.m. blood pressure clinic on 4th Wednesday; Thursday 12:30-3:00 p.m. cribbage; crafts from 1:00-3:00 p.m. with Linda Artruc.  Other activities include card games, cribbage, puzzles and scrabble.   On January 2nd we held a successful blood drive with the Red Cross, and on January 12th we had a balance program.  On February 4th AVADA came and will return in April.  February 9th we will have Eva Pittsinger about the Arthritis Foundation.  February 14th there will be a Sweetheart dance/banquet from 5:00 to 9:00 p.m. at $15.00 per couple.  February 18th we will have a Chinese lunch and program.  On March 9th at 12:45 Lifeline information will be presented by Jackie Boileau.  During the week beginning March 16th, tax help will be available from Monday thru Friday, during that week only.  Harrington Hospital Outreach has set up one Wednesday per month, from 11:15 to 12:15, for various lectures and services including: 3/18 - blood sugar screening, 4/8 – sun damage screening, 5/13 – blood pressure screening, 6/10 – emergency preparedness, 7/8 – arthritis lecture, 8/12 – immunization lecture, 9/9 – blood pressure screening/cold vs. flu lecture.  The Red Cross will hold another blood drive sometime in the spring or later.  Flu shots to be administered on October 6th from 10:00 to 12:00.  Future use of the Senior Center includes the Opacum Land Trust meeting on March 26th and a pancake breakfast on June 14th from 7:00 to 11:00 a.m. by the Hamilton Reservoir Association.  We have not heard yet about the Grandparents’ Luncheon at HES in the spring.  Other future meals include Mike’s pizza and our June anniversary.  Holland Elementary School requests volunteers to count and roll change from various fundraisers – just show up during school hours.

BUILDING MAINTENANCE:  Paul Gillis
Invoices were submitted.  In the spring, floor repair and tile replacement will take place in the hallway and Bill May will attempt to repair the kitchen door.  

KITCHEN MAINTENANCE: Don Sanders
Don reports that everything in the kitchen has been running well.  

            
Motion to accept all of the above verbal and printed reports was made and approved by the Council on Aging.

OLD BUSINESS – None.

NEW BUSINESS -
A purchase order form was developed and was distributed.  It is proposed that all future purchases will require approval by Chairman Bruce Plumley.  Motion made by Earl to implement the use of purchase orders, beginning immediately, was seconded and unanimously approved.  Bruce will speak to Howlett Lumber requesting they not allow future charges to Senior Center without a purchase order.  Requests for future use of the Senior Center, including an HCC business meeting, Cub Scout Blue and Gold meeting, and use of the facility for a spaghetti supper to be held by the Bournedale Committee were discussed.  Forms to be provided to those requesting use of the Center.  Patricia Sinko of the Union 61 Project for Children was present and requested use of the building on Tuesday mornings for a story hour/craft time for preschool children, at 10:00 a.m. for about one-half hour.  Motion made to allow this activity was seconded and approved.  Bruce will send appropriate forms to Ms. Sinko.
